In New South Wales I can think of the following railways:

    Casino -  Tabulam:
    Formation substantially completed but no track laid.  The remains are
readily observable from many locations along the Bruxner Highway.

    This one was actually Casino - Bonalbo. The Bonalbo construction siding
existed as a ballast loading siding south of the river in Casino for many
years and may well still be there.
