Blakiston Loop

Anyone know whether this loop exists yet?
I remember seeing a referance to it about 2 years ago in a rail mag and that
tenders had been called for its construction , but nothing since.
Blakiston Loop is somewhere in the Adelaide Hills , I beleive between Petwood
& Balhannah Loops.
