Speed Limits in Vic

Does anyone know what improvements in speed limits, if any there have been
across the Cressy plains as a result of the track relaying,
I presume the relaying is finished and that the track is now 60
kg/m on concrete.
Also is there any likelyhood of any speed improvements on the
NE st guage where its been relaid with 60 kg/m rail.
It seems to me that Vic speed limits dont appear to be logical,in that we seem
to be stuck at 115 km/h or 100 km/h for loco hauled trains regardless of the
track weight.
At least where there is 54 or 60 kg/m rail Vic should be running
freights at 115 km/h as NSW does.
