The state government of Victoria does not give a flying toss what the
people of Melbourne want.  They care what private enterprise (wealthy
friends) want.

However a slight change in attitude by the people would help as well.  I
don't see this change of attitude happening until a decent transport
system is established.  That will take a government with real vision, as
well as a substantial investment.  IOW, it won't happen.
