Doubt it,

Tasmania dosn't have Road trains, but they do have B-doubles and the new Tasrail has had some major wins, not bad on a network with the longest possible rail run being less than 500km, with the average around 200km.

I expect road trains will have an impact, but it really depends on how well the system was run under the govt and how agressive FV is. Also where are the road trains for, most likely in the NW part of the state, where the rail is flat and straight.
