There is no passenger rail service between Perth and Albany, so you will 
have to take a coach.  The coach service is provided by Westrail. I don't 
know if other companies also provide services to Albany. 
The only country trains in WA are to Bunbury and Kalgoorlie.  If there 
was a coach service between Bunbury and Albany, it might be possible to 
make part of the trip via rail, but I'm not sure if such a service 
exists.  If it did, it would be much slower than taking a direct coach 
from Perth.
Westrail do have a website, but I don't know their URL.
