It doesn't.  According to a letter from a former ACT Minister for Urban 
Services (dated September 1996) our farebox recovery ratio was less than 
20%. 
However, as a report by Roger Graham has pointed out, there are serious 
difficulties with the current route/timetable/fare structures, and 
certain changes could increase patronage and cost-recovery ratios. 
 We've been promised big changes to routes and fares by the middle of 
this year along the lines of those suggested above.
