Guard Rails at Junee

In "Byways of Steam 13" there are a number of photographs showing the
up-end of Junee station, and its attendant signal gantry. Clearly
shown are what appear to be guard rails on the three main roads which
pass under the signals, maybe 75-80 feet long.

I am assuming that these guard rails are provided for the purpose of
protecting the gantry from derailing vehicles, but I have never
noticed them anywhere else. Admittedly I never noticed them at Junee
either until the book appeared. So, is my assumption correct? If so,
are these devices in common use throughout NSW? If not, what is their
purpose?
