Normally 25km/h track circuited and clear to the next signal,but following
section may be occupied,ie no guarantee of 2 red signals until next occupied
section.
Red over Red over yellow indicates NOT clear to the next signal, current track
section may be occupied.
The interpretation of this indication varies a bit around the State depending
on where it is used.
