Copied "word-by-word" from the cover sheet of my Met Trains Metropolitan
Train Timetable (W.T.T.).  I think what the Met Trains tries to say is a
number of empty cars will run just after the monring peak (to
outstations) and before the evening peak (to Flinders Street).
