Sydney does has a multi-mode zonal fare system of sorts - but if you 
travel only in, say, zone 5 (or whatever colour it is!) you have to buy 
zone 1-4 as well... And hopefully the buses you want to travel on aren't 
the private company ones!
Personally, I think the multi-mode stuff is VERY significant, as it 
encourages a culture of taking public transport, so you don't have to 
think "Oh god another $x for this little link".
