target plate V72

today on a 6 car v set i saw the target V72
the last time  V 70  plus target plates were used was when an 8 car set was
able to be split into 4 cars because of a dct or something like that in the
middle of the train.
is this the main reason why they are bringing higher numbers back in again
so they cant split some 8 car sets for the olympics so they can use there
rolling stock the best way they can?
